The GEMPALA Plan

(Green Energy Marshall Plan for Africa and Latin America)

DAOCHI ENERGY

DaoChi Energy's long-term plans include something called G.E.M.P.A.L.A. (the Green Energy Marshall Plan for Africa and Latin America) a plan to create food, feed and fuel to a level of permanent and sustainable industry for every town.

This is a DaoChi plan that has been around for a long time, originally called "Re-upholster Africa" (we thought that would be bizarre enough to capture attention in a competitive publicity landscape, apparently it was not).

Fully 5 years ago the Re-Upholster Africa campaign posted that we were lobbying the US administration to adopt policies that would favor increased trade with these impoverished nations of SubSaharan Africa.

Since that time, we have formed a policy advocate group under a banner calling for a specific aspect of economic (and Commerce) that would be a virtual rocket booster to rapidly put this strategy in high gear. Originally this lobbying effort was (and still is) informally conveying the concept to staffers in Congress. But we also felt that slipping flyers under the doors of Representative and Senators, was not going to make us popular, and could land us in jail, not to mention a psych eval on the way as we tried to explain why we called this "Reupholster Africa" and did we think we were going to cover the entire Sahara in polka dots and stripes..

G.E.M.P.A.L.A.

Okay, a little more serious here. We named our approach to rapidly convey the concept in a way that would start stirring up some rapid action in and for Africa's SubSaharan countries. Just yesterday (Feb 28, 2016) I heard Bill Gates on Fareed Zacharia's GPS program on CNN. I was delighted to learn that by a strange turn of events Bill Gates was speaking about a "Marshall Plan" to help close the wealth and technology gap worldwide. Bill and wife, Melinda Gates, have decided to refocus their foundation on Energy (Bill) and Time (Melinda) because these are the things of which the whole world has urgent need. Let me explain quickly that by "creating more time", Linda is really talking about adding indoor running water instead of women walking two miles each way to retrieve water for cooking and drinking. Similarly sanitary sewers with connections from indoor plumbing, because a good portion of Africans in small villages still practice using fields and forests for defaecation and urination which is both unsanitary in itself but can threaten the spread of diseases. The sanitary conditions of people jammed into urban regions are even worse because the sewer IS the street.

So what is GEMPALA anyway? The acronym stands for the words, Green Energy Marshall Plan for Africa and Latin America. In other words it is a plan to establish algae farms throughout both continents, The harvested algae is minimally refined to split the microscopic cells into two basic parts. Part one is oil, vegetable oil that can be processed very simply by one method into rather benign "biodiesel" or by another method into "Green" versions of gasoline, diesel fuel or jet fuel. Please notice there is nothing coming out of the ground adding to the overall carbon load in the atmosphere, the only raw material is being grown.

The other (roughly half, at least for the sake of this example) half is dried into a fine powder. This powder has a greenish color, but it is a highly nutritious blend of proteins, vitamins and carbohydrates. It could be sold as a livestock feed additive at about $400/ton, but our intended use is as a cooking ingredient. One can use this powder in a manner very similar to ordinary wheat or barley flour. The main difference being that it is nutritionally closer to peanut butter, or fishmeal. I have never bought peanut butter by the ton, but I do know that fishmeal sold this past January for approximately $2000/ton. That makes fishmeal cheaper than caviar, but worth 4 times more than sugar and almost 3 times as much as coconut. If the oil half (by weight, so it is also a ton) is sold into the crude oil market, 2000 pound would represent about 270 gallons. Since we are currently (March 2016) in what appears it may be a severely depressed market cycle, let us be a little optimistic and project this to be revenue of $1.59/gallon US. That gives us a net revenue on the oil of $430 for the ton.

Now, of course, all these calculations are based on US prices and US dollars which if you are located in a town of 30,000 people, poor roads and few trucks transportation of the products is highly unlikely, Thos numbers are only theoretical meaning, until and unless you have worked out the logistics to some refrigerator truck. But that was not the point of the algae farm. The important accomplishment is that the algae farm can provide a reliable and stable form of food for that population, and provide "green crude" which local refiners can process into jet fuel, for which there will be a constant demand in both the African and Latin American continents for the foreseeable future. A truly worthwhile venture for any business, and especially for a company with strong corporate values.

Sincerely,
Stafford "Doc" Williamson
